I have the honour to forward for your information
the accompanying copy of a memorandum by the Secretary for
Chinese Affairs regarding the "Hong Kong Seamen's Union."
2. I have decided on the advice of my Executive
Council to proscribe this Union and I enclose a copy of
the order dated the 21st of January, 1938, by which it has
been proscribed.
3. A copy of the memorandum of the Secretary for
Chinese Affairs has been forwarded to His Britannic Majesty's
Consul-General, Canton, under cover of a demi-official letter
of which I enclose a copy.
